Federal Acquisition

86%

Regional operational backlog reduction

Across CONUS and OCONUS commands through root-cause analysis, workflow redesign, and region-wide standardization.

Healthcare Operations

~$7M

Recaptured revenue through referral-management redesign

Generated by enforcing Right of First Refusal policy, identifying utilization trends, and returning appropriate care to the military treatment facility.

Data, Reporting & Systems

$54.3M

Contract obligations reconciled and closed

Expedited through databases, trackers, and reporting tools that also eliminated regional unliquidated balances.

Program & People Leadership

60%+

Processing efficiency improvement

Achieved through SOPs, standardized workflows, templates, checklists, and staff training.

Identify the problem.

Build the structure.

Align the people.

Measure the result.

That has been the pattern throughout my career.

Professional snapshot

Building order from complexity

Nearly two decades supporting the Military Health System, across a federal career that began in 2004.

My work begins where processes are fragmented, visibility is limited, or performance is not where it needs to be. I identify the barriers, build practical systems and standards around the work, and help the people responsible for execution make the change sustainable.

Selected work

Results tell part of the story. The work behind them tells the rest.

Four operational challenges. One consistent approach to execution.

Federal Acquisition

Reduced a Regional Operational Backlog by 86%

I assessed inconsistent site-level processes, isolated root causes in cycle time and error rate, redesigned the workflow, and standardized it across CONUS and OCONUS.

Program & People Leadership

Built the Structure Behind a High-Performing Closeout Team

A four-person Contract Specialist team supported a high-volume Navy Medicine portfolio without standardized methods for recurring actions. I built the SOPs, templates, checklists, training, and performance controls that improved processing efficiency by more than 60%. In FY2024, the team exceeded its annual closeout goal with 962 contracts closed and $4.26M de-obligated, supported in part by Operation IDIQ Clean Sweep.

What comes next

Ready for the Next Complex Challenge

Whatever the environment—federal acquisition, healthcare operations, or program delivery—the work is the same: find the problem, build the structure, align the people, and measure the result.

If that is what your team needs, I would welcome the conversation.
